About Us
Who We Are
Tayseer Organization for Charity and Development (TOCDA) is a non-governmental, non-profit, humanitarian organization headquartered in Jijiga, Somali Regional State, Ethiopia. Registered as an Ethiopian Resident Charity (No. 7612/2025), TOCDA was established in January 2025 by a group of experienced Ethiopian professionals committed to addressing the needs of marginalized pastoral and agro-pastoral communities.
Vision
To empower marginalized and vulnerable communities in the Somali Region by promoting sustainable development, building resilience, and ensuring equal access to opportunities for all, especially women and youth.
Mission
TOCDA is dedicated to improving the lives of vulnerable populations through holistic and sustainable interventions in education, livelihoods, water and sanitation, health, and gender empowerment, fostering economic independence, social equity, and community resilience.

What We Do (Programs)
TOCDA addresses the most critical needs of vulnerable communities:
Education & Capacity Building
TOCDA is committed to expanding access to education for marginalized children and youth, particularly in rural and pastoralist areas where opportunities are limited. We build and rehabilitate schools, provide furniture and learning materials, and train teachers to deliver quality education. Beyond formal education, we offer vocational and technical training to equip young people with practical skills that increase their chances of employment or entrepreneurship. Our goal is to ensure that every child—regardless of gender or background—has the chance to learn, grow, and achieve their potential.
Livelihoods & Economic Empowerment
We support vulnerable households to improve their income and break the cycle of poverty. This includes promoting small-scale farming techniques, introducing alternative livelihood options for pastoralists, and encouraging entrepreneurship through training and business development support. TOCDA also links communities to financial services such as microfinance, cooperatives, and savings groups. By doing so, we empower families—especially women and youth—to build sustainable businesses, create jobs, and contribute to community prosperity.
Water, Sanitation & Hygiene (WASH)
Clean water and sanitation are essential for health and dignity. TOCDA constructs and rehabilitates water supply systems, wells, and boreholes in underserved communities. We also build latrines, improve sanitation facilities in schools, and promote safe hygiene practices through awareness campaigns. By addressing water scarcity and sanitation challenges, we reduce the prevalence of waterborne diseases, improve school attendance (especially for girls), and strengthen community resilience to droughts.
Gender Equality & Women’s Empowerment
TOCDA believes that empowering women is key to sustainable development. We implement programs that provide women with leadership training, business skills, and access to economic opportunities. Our initiatives focus on breaking harmful gender norms, increasing women’s participation in community decision-making, and advocating for their rights. By giving women the tools to thrive economically and socially, we strengthen families and uplift entire communities.
Health & Nutrition
We promote healthier lives by improving access to essential health services and nutrition. TOCDA runs awareness campaigns on maternal and child health, distributes nutritional support to vulnerable families, and works to prevent and control diseases such as malaria. We collaborate with local health facilities to enhance service delivery, train community health workers, and ensure that rural populations can access lifesaving care. Our interventions aim to reduce preventable illnesses, improve child survival, and build stronger, healthier communities.
Climate Change & Environmental Sustainability
Communities in the Somali Region face increasing challenges from climate change, including drought, land degradation, and resource scarcity. TOCDA promotes climate-smart agricultural practices, supports water conservation, and encourages the protection of natural resources. We work with pastoralists and farmers to adopt sustainable land-use methods that improve productivity while preserving ecosystems. Our goal is to help communities adapt to climate risks and secure their livelihoods for generations to come.
Disaster Risk Reduction & Emergency Response
Given the frequent droughts, floods, and natural disasters in the Somali Region, TOCDA prioritizes preparedness and resilience. We train communities in disaster risk management, establish early warning systems, and promote adaptive strategies to reduce vulnerability. In times of crisis, we provide emergency relief, including food, water, shelter, and health support. These efforts not only save lives but also build long-term resilience, enabling communities to recover faster and withstand future shocks.
Youth & Community Development
Young people are the backbone of the future. TOCDA invests in youth by providing life skills, vocational training, and leadership opportunities. We encourage youth participation in community initiatives and decision-making, helping them become active change agents in their societies. By addressing youth unemployment and providing platforms for innovation, we reduce vulnerability and build vibrant, self-reliant communities where every voice is heard.
Impact Stories
Nutrition & Health for Pastoral Women
TOCDA distributed nutritious dates and mosquito nets to women and girls in pastoral communities. The dates helped improve dietary intake during the dry season, while mosquito nets reduced malaria risks — directly safeguarding the health of vulnerable families.
Regional Launch & General Assembly
TOCDA successfully held its first regional General Assembly and Launching Event with government representatives, development partners, and community leaders. This milestone built strong relationships and introduced TOCDA’s mission to the wider public.
Community Awareness Campaigns
Through workshops, seminars, and outreach events, TOCDA organized advocacy campaigns on education, women’s rights, youth empowerment, and environmental protection. These efforts increased awareness and inspired active participation among rural and urban communities.
